Yet I re-downloaded and re-installed the KB3099229 now:
It is installed twice co-ordinate to the Update history (meet screenshots posted above).
Also it is well-known that the KB3099229 is detected as KB3010081.(" Annotation The installer for this package mistakenly identifies the update as "Characteristic Pack for Windows (KB3010081)" However, this is the correct update package for Windows 10 Due north or Windows 10 KN build 1511.")

Here is what I suggest y'all do, upgrade to Windows ten Enterprise build 10586, then check if its available.
Otherwise, information technology might be blocked by your Administrator if you lot are on a Domain.

I don't think this is an acceptable solution.
We are non dealing well-nigh a generic enterprise build but with the LTSB released a little more than 9 months agone, i.e. approximately 2 branch cycles. 'N 2015 LTSB' is 10240 so this is the case.
Here we have an official Microsoft x86 installer that has been accepted in a x64 OS while the proper x64 installer refused to work.
Then in that location are two identical updates with the same KB #. And the Nov 2015 and March 2015 are both with the same release # '1.0'. And so there is a KB3099229 that is detected as KB3010081 and two Media Player apparently flawlessly installations that do non provide any Media Histrion with optionalfeatures.exe command and on height of this, those updates are not listed in the Windows Update history. All this is clearly documented in this thread.
Finally the Organization Requirements in the latest Media Pack declared past Microsoft at https://world wide web.microsoft.com/en-u.s.a./download/details.aspx?id=48231 is supposedly to work with the following:
Windows 10 Enterprise N 2015 LTSB
Windows 10 Enterprise N 2015 LTSB Evaluation
Windows ten Enterprise KN 2015 LTSB,
Windows x Enterprise KN 2015 LTSB Evaluation
Now if the Media Pack has not been engineered correctly for the first ii releases, the solution, especial for disquisitional environments in LTSB , cannot be to upgrade forcely to the 'KN' or a genericEnterprise build 10586.
And then the bug/issue should be investigate with a different perspective to LTSB users than proposing to upgrade to a higher, different build and different branch. Hope this is understandable. Thank you!

Windows 10 Enterprise build 10586 is not under a LTSB co-operative.... so I cannot used this solution.
Any thought, please?
